This exempt position must be onsite five days a week, though remote work is possible in the future. It is Monday through Friday, 8 a.m. to 5 p.m., with occasional weekend remote work as an issue arises.

This incredible and growing national military-based community service organization that offers wellness, fitness, childcare, food assistance, and more seeks a Human Resources Manager who will be directly responsible for the overall administration, coordination, and evaluation of the human resource function of 30 full-time staff and 150+ part-time staff over 3 branches in and around Killeen, TX.

Essential Functions:

  • Develop and administer human resources plans and procedures for all 150-200 full-time and part-time Killeen personnel.
  • Direct supervision of one part-time HR resource staff.
  • Collaborate with the executive director and National Human Resources, recommend personnel policies, procedures, and approaches to effect continual improvements in the department’s efficiency and services performed.
  • Work with the Executive and National HR to develop and enhance department strategic goals, objectives, and systems.
  • Implement and update the compensation program annually, including updating job descriptions, conducting annual salary surveys, developing merit pool (salary budget), and analyzing current compensation levels.
  • Act as the primary resource for supervisors and staff during the annual performance evaluation and revise as necessary.
  • Administer and track the required safety training for initial and annual renewal training and certification for all staff.
  • Perform benefits administration, including claims resolution, change reporting, invoice approval for payment, annual policy cost-effectiveness reevaluation, information activities program, and cash flow management.
  • Manage full cycle recruitment effort for all exempt, nonexempt, and temporary workers, including writing and placing advertisements; working with supervisors to screen and interview candidates; hosting job fairs and off-site recruitment, conducting reference checking; extending job offers; conducting new-employee orientations; monitoring career-path program and employee relations counseling; conducting exit interviews.
  • Establish and maintain department records and reports to ensure compliance with all federal, state, and local employment laws, including EEO, FLSA, and affirmative action efforts.
  • Represent Human Resources as the department lead in administrative staff meetings and attend other meetings representing Killeen HR, such as seminars.
  • Maintain and track organizational charts and employee directories.
  • Evaluate department initiatives’ reports, decisions, and results to establish strategic organizational goals.

Required Education and Experience:

A bachelor’s degree or 9 years of equivalent experience

5+ years of human resource generalist, coordinator, supervisor, or manager experience, including exposure to complex employee relations issues, recruitment, and selection.

Preferred Education and Certifications:

SHRM or HRCI Certified Professional SHRM-CP, SHRM-SCP, PHR or SPHR, or ability to attain the same within six months of employment.
